EU carbon-market revenue backs 45 clean-energy investments in 12 countries
What happened
The European Commission and European Investment Bank announced a EUR 1.8 billion Modernisation Fund disbursement supporting 45 clean-energy-related investments in 12 member states. The cycle brought cumulative support since 2021 to EUR 20.7 billion for 294 investments. Across both 2025 disbursement rounds, EUR 5.46 billion supported 79 investments spanning renewable generation and heat, electricity grids, storage, efficient buildings, and industrial upgrades. The money was disbursed to support investment programmes; the announcement does not establish that every project was built, operating, or already delivering verified emissions reductions.
Why it matters
Carbon pricing can do more than raise the cost of pollution when revenue is transparently reinvested in grids, storage, clean heat, efficient buildings, and industrial modernization. Directing support to lower-income member states can also reduce the risk that limited public capital slows a fair transition.
What to watch
- Signed contracts, procurement, construction, and commissioning milestones for the funded programmes and projects.
- Measured energy savings, renewable integration, reliability, emissions performance, and household or community benefits after projects begin operating.
- Whether public funding attracts additional finance without weakening safeguards, transparency, or accountability.
- Distributional outcomes for lower-income households, workers, municipalities, and carbon-dependent regions.
