Trade agreements can cut more carbon when technology crosses borders

What happened

A peer-reviewed study combining emissions, trade, and patent data from 1995 to 2023 estimated that trade-agreement participation was associated with a 2.8 percent emissions reduction among key emitters. Its analysis found that broad technology diffusion mediated more of the estimated effect than climate-specific patents, while a full-transfer counterfactual estimated 587 million metric tons of potential reductions.

Why it matters

International agreements may support mitigation when they help useful technology move between countries, but the historical result is an empirical estimate rather than proof that every agreement causes reductions. The 587-million-ton figure is a modeled counterfactual equal to about 1.6 percent of 2021 global emissions, not an achieved cut.

What to watch

  • Replication of the estimated relationship and clearer tests of which agreement provisions drive technology diffusion.
  • Licensing, access for lower-income countries, embodied emissions, and safeguards that keep trade policy aligned with climate goals.
