City network gives 1,354 municipalities a common way to track energy poverty
What happened
A peer-reviewed Nature Energy analysis describes the Global Covenant of Mayors framework for municipalities to assess, plan, and report energy security, sustainability, and affordability. Across 1,354 participating municipalities, more than 90 percent had earned planning badges, while 22 percent had target badges and 10 percent had completed assessment badges.
Why it matters
A common framework can help cities move energy access from a broad promise to measurable local work. The early results show strong uptake of planning, but not yet equivalent progress on quantified targets, assessments, or household outcomes.

- How staffing, finance, data quality, and regional capacity affect implementation beyond the first adoption stage.
