What is true
HAARP is a real research facility that can deliberately perturb a small region of the ionosphere for controlled experiments. Those localized ionospheric effects can support studies of radio propagation and space physics, but they are not evidence that the system can engineer pressure systems or surface temperatures.
Where the claim fails
The allegation places a surface weather event in the wrong atmospheric system. HAARP's high-frequency radio transmissions interact with charged particles in the ionosphere, while the pressure patterns and heat involved in ordinary weather form much lower in the troposphere. No cited measurement connects HAARP operations to the UK heat.
