EU primary energy use fell to its lowest level since 1990 — but the 2030 gap remains

What happened

Eurostat reported that EU primary energy consumption reached 1,202 million tonnes of oil equivalent in 2024, down 0.8% from 2023 and the lowest level in the dataset beginning in 1990. The figure still stood 21.1% from the 2030 target of 992.5 Mtoe. Final energy consumption moved in the opposite direction, rising 0.7% to 900 Mtoe and remaining 18.0% above its 2030 target. These are observed annual energy-use indicators, not a direct emissions inventory, and a single-year change can reflect weather, economic activity, efficiency, structural shifts, and other factors.

Why it matters

Reducing primary demand can lower the amount of fuel, generation, and infrastructure needed to provide reliable energy. The split between falling primary use and rising end-user consumption also shows why one headline metric cannot establish that the transition is on track: efficiency, electrification, affordability, and sector-specific delivery all need to improve together.

  • Whether revised and subsequent annual data confirm a sustained decline rather than a one-year movement shaped by weather or economic activity.
  • Progress in buildings, transport, and industry, where final energy demand must move closer to the 763 Mtoe 2030 target.
  • Analysis that separates efficiency gains, electrification, fuel switching, demand changes, and economic structure instead of assigning the trend to one cause.
  • Whether lower energy use is paired with reliable service, affordable bills, and fair access to efficiency improvements.
