EU creates one whole-life carbon yardstick for new buildings

What happened

The European Commission published a common framework for calculating the life-cycle global warming potential of new buildings. The method covers emissions from construction products and transport, site activities, operational energy, replacement, demolition, waste, reuse, and recycling. Under the recast Energy Performance of Buildings Directive, the result is scheduled for disclosure in energy performance certificates for new buildings larger than 1,000 square metres from 2028 and for all new buildings from 2030. At publication, the delegated regulation was still subject to a Council and Parliament objection period; it established accounting and disclosure, not an immediate emissions limit or proof of material substitution.

Why it matters

Building climate policy has often focused on energy used after occupants move in while overlooking emissions embedded in steel, cement, glass, construction, replacement, and demolition. Comparable whole-life accounting gives designers, owners, regulators, and manufacturers a shared basis for identifying those emissions before design decisions are locked in.

What to watch

  • Completion of the Council and Parliament scrutiny period and publication of the regulation in the Official Journal.
  • National default values, product data, quality controls, and consistent treatment of reuse, recycling, biogenic carbon, and end-of-life assumptions.
  • Member-state roadmaps and eventual life-cycle limits, which are separate from the calculation and disclosure framework itself.
  • Whether disclosure changes procurement, design, and material choices while preserving safety, durability, housing access, and circularity.
