What happened

A four-year, $3.6 million WMO-UNDRR initiative has established an open-source ClimWeb service and community warning systems in Djibouti. A May flood drill tested the full warning chain and exposed the need for a national communication protocol.

Why it matters

A forecast protects people only when it reaches institutions and communities in time, through channels they can use and trust. The midpoint update shows implementation progress while also identifying the last-mile coordination still needed.

What to watch

  • Formal adoption and testing of a national warning communication protocol.
  • Expansion of community systems into additional vulnerable areas and upgrades to observations.
  • Independent measures of warning reach, response time, and outcomes; current progress is project-reported.
