Conference program — expected dialogue outcomes, not completed commitments
COP17 program centers rangeland restoration and pastoralist rights
What happened
The UN Convention to Combat Desertification made rangelands and the people who steward them a central focus of its August 26 Land and People Day at COP17 in Mongolia. The official program paired restoration and investment discussions with land rights, livelihoods, Indigenous knowledge, and pastoralist participation. UNCCD says rangelands cover 54 percent of Earth's terrestrial surface and nearly 500 million pastoralists steward 45 percent of those landscapes. The agenda describes expected dialogue outcomes; it does not yet establish completed commitments or measured restoration.
ACC context
Rangelands include grasslands, shrublands, drylands, wetlands, and deserts that support food systems, biodiversity, water regulation, carbon storage, and livelihoods. Their condition depends on climate, land conversion, governance, and management. Effective restoration needs ecological evidence and secure, equitable roles for pastoralists and Indigenous and local communities—not a one-size-fits-all treatment of grazing.
Why it matters
Decisions affecting more than half of the world's land surface can shape climate resilience, biodiversity, food security, and rural economies. Pairing restoration goals with legitimate land rights and local knowledge can make policy more durable, but conference attention matters only if it leads to funded, accountable action designed with the people who depend on these landscapes.
What to watch
- The formal record of ministerial-dialogue outcomes and any country or partner commitments adopted after August 26.
- Whether commitments include budgets, timelines, secure tenure, free and meaningful participation, and safeguards for pastoralist mobility and livelihoods.
- National plans and measurable changes in vegetation, soil, water, biodiversity, and household well-being rather than hectares announced alone.
- How the future UNCCD strategic framework incorporates rangeland stewardship, local communities, and pastoralist rights.
